You can check for the existence of the DXE_SERVICES table, and if it exists then the platform supports PI, and you can get the version out of the table header.

Search the edk2 MdePkg for DXE_SERVICES and find the library function that looks up the table and sets the gDS global to find example code of how to locate the table.
