I'm not a lawyer... The copyright is the legal power that makes the license enforceable. The "copyleft" in GPL only works due to copyright law. 

I'm guessing some lawyer added "All rights reserved" as there was a court case where some one tried to argue that granting the license by the copyright holder, implied other rights were granted. Most likely these implied rights involved patents or other forms on intellectual property not covered in the BSD license.  So "All rights reserved" is likely shorthand for "All rights reserved, that are not granted by the BSD license."
