could you please let me know in which paragraph of UEFI spec declare KMS protocol should be implemented by a third party driver? For the second question, yes, this protocol is not mandatory for UEFI secure boot.

Based on Spec's description, KMS protocol should be implemented as a third party driver?

Because this protocol provides services to generate, store, retrieve, and management crypto keys, it's related key management.

such as :

Microsoft(or linux vendor) would  implement it? 

 

Is it not a required protocol for a secure uefi bios?
