EFI_SIMPLE_FILE_SYSTEM_PROTOCOL will work. The Shell has some abstraction for doing file IO, and so does the EBL but this is do to the layering of a drive naming scheme on top EFI_SIMPLE_FILE_SYSTEM_PROTOCOL. The EFI_DEVICE_PATH protocol on theEFI_SIMPLE_FILE_SYSTEM_PROTOCOL is the "device name" in this case.
